The new flogging laws came into full force a minute past midnight on the 1st of October. Restrictive stipulations were strict and had gone far toward defusing opposition to the draconian laws. First, though adult females could, indeed, receive judicial corporal punishment, it was limited to a strap or paddle delivered to the buttocks with a maximum number of hits not exceeding thirty. Adult males were not subject to any exemptions; strap, paddle, cat, or single strand…or a combination of any and all…was a decision made by the courts but subject to medical overview. Furthermore, a male’s entire body (excluding his penis, testicles and face) could receive corporal punishment but not to the extent that any permanent injury was inflicted. The number of hits permissible for males (depending on what instrument was used) was fixed at eighty-five. No one of either sex could be flogged under the age of eighteen or over the age of forty-five and, though not strictly required, public display was strongly encouraged both before during and after administration of punishment.
Mike Walker, twenty-six years old and with a rap sheet listing a dozen or so minor offenses, was one of the first convictions under the new laws and, as recommended, was soundly whipped while stripped completely naked in a brightly lit cell beneath city hall. Filmed by high resolution CCTV, pay-per-view subscriptions immediately went on sale. The response was so enthusiastic that city officials immediately resolved to offer the same service at all judicial whippings in order to augment the municipal revenues.
