You’re absolutely right. It’s excruciatingly tougher on him to have the shorts just inches away from where they can preserve any of his dignity. Same holds for public naked punishment displays. Not essential to chain a guy full spread eagle. Chain his wrists and ankles just enough to keep him from drawing them over his sex organs. Radically more frustrating than if there were no conceivable chance of coverage. Of course there’s no true chance when he’s restrained just enough either but it doesn’t FEEL that way.
